A joint resolution favoring the establishment of a Jewish homeland in Palestine was unanimously adopted by both houses of Congress and signed by President Warren G. Harding. The U.S. Congress issued a statment that, “the United States favors the establishment, in Palestine, of a national home for the Jewish people,” indicating the United States, on its own initiative had become a legally interested party in the Jewish quest for a homeland, a commitment that it has never relinquished.
